Consular Authentication (Level 3 Authentication/Notarization): Chinese in the United States often cannot go to China to handle matters in person. They can only use a "Letter of Power" to entrust others to handle it, or make statements on certain matters through a "Declaration". Documents such as "Power of Attorney" and "Declaration" must be consularly authenticated (also known as Level 3 notarization/authentication) before they can be accepted by relevant Chinese authorities for use in China. In addition, documents issued by U.S. institutions, such as birth certificates, company registrations, etc., must also undergo consular authentication (third-level authentication) before they can be used in China.
Common materials for consular certification (third-level certification/notarization): various power of attorneys (such as real estate sales authorization, household registration management authorization, legal affairs authorization); various declarations (such as renouncing property inheritance rights, passport renewal, holding multiple identity documents); various documents issued by U.S. institutions (such as U.S. birth certificates, marriage certificates, divorce certificates, death certificates, court judgments, passports, green cards, degree certificates, no criminal records, employment certificates, medical records, etc.) and other certifications.

General steps for consular authentication (third-level notarization/certification): |

1. Notarization by local notary (first-level notarization) First of all, it needs to be notarized by the local Notary Public (commonly known as the "Local Protector"), or a "Certified Copy" issued by the competent authority. |
2. Secretary of State Certification (Level 2 Certification) After notarization by a local notary, you need to go to the state government to have the document certified by the Secretary of State. |
3. Consular authentication (Level 3 authentication) According to the consular area where the applicant is located, go to the designated embassy or consulate for consular authentication. |
